About the Operation
The Street and Traffic Division is part of the Street and Parks Department within the Operations and Service Administration.
The division is responsible for maintenance, upkeep, and management of the municipality's streets, roads, and public spaces. The assignment encompasses responsibility for an operation with broad scope and high complexity, where planning, prioritization, and implementation of both long-term investments and daily operations place major demands on structure, foresight, and preparedness.
The responsibility also includes regulatory authority within the traffic area, such as traffic management, parking, bicycle strategy, permits, and leases of public space. A central part of the assignment is to ensure accessibility, traffic safety, and function in the public realm every day, year-round.
The Street and Traffic Division consists of twenty-four employees with ten direct reporting staff members, including one supervisor with separate operational and personnel responsibility for fourteen construction workers in operations.
About the Job
As a unit manager, you have overall responsibility for operations, finances, personnel, and work environment. You ensure that the division delivers according to political decisions, legislation, and established goals with particular focus on quality, efficiency, and legal certainty.
The role involves clear responsibility for leading and developing an operation with both distinct operational elements and strategic planning. You are responsible for the division's regulatory authority within the traffic area, ensuring that maintenance and upkeep work is carried out according to plan, developing working methods and processes for operations, handling, and permitting, and ensuring that the organization has the right conditions to carry out the assignment.
You are part of the department's management team and actively contribute to overall development work. The role also involves close collaboration with, among others, other administrations within the municipality, authorities, and contractors.
About You
We're looking for someone who is a confident and structured leader with strong ability to lead complex operations. You need to thrive with creating order, clarity, and functioning processes, even in situations requiring quick decisions. You are communicative and have a knack for building trust, both internally and externally. With present leadership, you create engagement and ensure that operations deliver with quality in daily work.
Requirements
• relevant higher education, for example in civil engineering, civil engineer, traffic planning, or similar
• experience in leadership with personnel and operational responsibility
• knowledge of regulations related to public space
• good understanding of maintenance and upkeep work related to winter road maintenance, cleaning, streets, pedestrian and bicycle paths, lighting, signage, and traffic
• experience with budgeting, investment planning, and follow-up
• strong ability to express yourself in speech and writing in Swedish
• Category B driver's license
Meritorious
• knowledge of street and traffic issues
• experience with permit processes, regulatory authority, or similar work tasks
• experience with municipal processes and politically managed operations
• understanding of maintenance and upkeep work related to bridge structures
