Growth Verket's role as a sector-responsible emergency preparedness authority is in an intensive development phase, which gives you great opportunities to influence both the structure and implementation based on the unit's responsibilities and operational areas. You will work at strategic, tactical, and operational levels, where you contribute to shaping direction, developing work methods, and ensuring implementation in the operations. You report directly to the authority's acting Director-General, who has the assignment to coordinate the authority's comprehensive civil defense work. In the role, you are responsible for leading, organizing, planning, monitoring, and representing the unit's work, as well as supporting the acting Director-General's assignment within the area. You are also responsible for the unit's results, employees, and budget, and for developing the operations through trust-based leadership. You will lead complex processes and create structure in matters where roles and governance are under development. You establish structures, processes, and a coherent sector governance that strengthens the sector's robustness and coordinated capacity. You have a central role in the authority's work with continuity management, Risk and Vulnerability Analyses (RVA), training, and exercises within the emergency preparedness area by creating clarity in responsibilities and implementation. The unit is not responsible for the authority's security protection work, but close and continuous collaboration with that part of the operations is expected. The unit also works closely with the parts of the authority that have direct capability-building assignments toward Industry and Trade. The role also includes representing the authority both internally and externally. You will be located at our office in Stockholm or Östersund. We are looking for you who have: Relevant academic degree (e.g., political science, social science, law, emergency preparedness, or equivalent) At least 5 years of management experience with personnel, budget, and operational responsibility Experience leading remotely Current experience working in a government authority with good understanding of administrative logic, governance, and collaboration Very strong knowledge and documented experience working with emergency preparedness, civil defense, and the structures and actors of total defense Experience working with governance, coordination, and implementation in complex environments with many dependencies Very strong ability to express yourself in speech and writing in Swedish and English Meritorious experience Documented experience working with supply preparedness, business preparedness, and public-private collaboration Experience working closely with political leadership or the Government Offices Experience in leadership at a sector-responsible emergency preparedness authority or emergency preparedness authority Experience with operational work and staff work within the emergency preparedness area Practical experience developing crisis management structures and conditions Participation in or responsibility for national exercises, collaboration exercises, or crisis games Work with continuity planning and robustness in societally critical operations Experience handling classified or security-sensitive operations Personal qualities To succeed in the role, you need to be a confident, clear, and unifying leader who creates direction, structure, and engagement in complex matters.
