About the City Management Office
The City Management Office leads and coordinates the municipality's overarching functions and creates conditions for the city's political bodies, administrations and companies to achieve their goals. Here, among other things, responsibility for finance, planning, monitoring and strategic development is gathered. The office has a central role in translating political decisions into concrete operational benefits and in developing the city's approach to planning and monitoring.
About the Position
As Unit Manager for the forecasting, analysis and support unit, you will have a central and strategic assignment in Mölndal's city development.
The unit is newly established within the finance department and is in a development phase, which means you will have an important role in shaping working methods, collaboration and the continued development of the assignment. The assignment is to strengthen the city's tactical and strategic capacity in analysis, forecasting, financial management and monitoring, and to ensure qualified operational support to the city's activities. The unit is responsible for both group and city-wide overarching analysis and forecasting work as well as operational economic support and operational support to parts of the city's administrations and companies.
The unit consists of two groups with different but complementary assignments. The forecasting and analysis group works with city and group-wide analysis, forecasts, scenario planning, impact assessments and strategic decision-making bases to strengthen the city's long-term management and planning. The operational support group works closely with administrations and companies on financial management, budget, forecasting, monitoring and analysis to strengthen the organizations' capacity for planning, prioritization and management.
Together, the groups create conditions for linking the organizations' needs and conditions with the city's overarching analysis, management and priorities.
The assignment includes developing analytical capacity, scenario planning, impact assessments and strategic decision-making bases in close collaboration with the city's activities and management. You have direct personnel responsibility for a total of fifteen employees, six in the forecasting and analysis group and nine in the operational support group.
In the role, you lead and develop the unit and create common working methods that provide a clear holistic perspective in the city's management. You work closely with the finance director, city management, administration managers and companies and actively contribute to the development of the group's financial management, goal management and planning processes.
The assignment combines strategic leadership with clear operational responsibility. You ensure that analyses and monitoring do not stop at reports, but are translated into practical management, prioritization and development in the organization.
The role will also be part of the city's board management.
Your Profile
We are looking for someone with experience leading and developing qualified analysis, management or development work in complex organizations. You have a good understanding of financial management, forecasting, monitoring and analysis and how these parts together create conditions for strategic decisions and long-term planning.
You are a confident and clear leader who thrives in situations where many perspectives, interests and dependencies meet. You lead through collaboration, structure and trust and have the ability to translate strategic ambitions into concrete and sustainable working methods, where each employee can also grow and develop in their assignments.
To succeed in the role, we see that you:
have experience with qualified work in finance, management, analysis, forecasting or operational development
have worked in complex organizations with many stakeholders
have experience leading employees, teams or qualified specialist functions
have experience with change and development work
can develop and use analyses and decision-making bases for management and control
have good ability to work across organizational boundaries
Experience from municipal or other politically governed activities is a merit, as is experience in scenario planning, investment management, group perspective or corporate governance.
As a person, you are analytical, structured and pedagogical. You have an easy time making complex contexts understandable and creating engagement and understanding in others. You are unpretentious, collaboration-oriented and have the courage to challenge existing working methods when needed.
