The primary task of the HR department is to help the Swedish Prison and Probation Service develop its ability to achieve its goals by being an attractive employer, workplace, training provider, and collaboration partner that makes a difference in society. The HR Operations Support Unit is responsible for identifying, developing, implementing, and monitoring employer support to managers within the Swedish Prison and Probation Service. The unit provides operational HR support, advice, and guidance to strengthen managers in their employer role and increase their ability to lead operations and staff. Job Description We are now seeking an HR Expert for the HR Operations Support Unit, based at the Regional Office in Örebro. At the regional office, you will work together with other HR staff in a team led by the HR Manager, and together you will be responsible for professional HR delivery. As an HR Expert at the Swedish Prison and Probation Service, you will independently support, guide, and train operational managers on all HR matters with a special focus on employment law issues and workforce planning. You may also have greater responsibility for some of our operations, which may involve working with both long-term and short-term support in individual cases and group-level matters. You will conduct negotiations on personnel matters including salary formation, organizational and individual issues, and continuous work to maintain and clarify the Swedish Prison and Probation Service's strategies and policies as well as the application of applicable agreements and legislation. You will provide support to managers with a special focus on workforce planning, and your assignment includes initiating, planning, and monitoring workforce planning plans. Internal and external collaboration is included, as well as investigations, analyses, and surveys within the workforce planning area. The role of HR Expert in workforce planning within the HR Operations Support Unit represents important support for the region's workforce planning. You will work on workforce planning issues at both strategic and operational levels. You initiate, drive processes and development work, and contribute new perspectives and improvement needs. We are looking for someone who has: • Academic education with HR focus or other academic education combined with experience that the Swedish Prison and Probation Service considers relevant • Several years of broad experience from qualified, independent work providing management support within the HR field • Experience driving and maintaining processes with multiple internal and external stakeholders • Experience working with workforce planning at both strategic and operational levels • Ability to express yourself well in speech and writing in Swedish • Very good knowledge of the Office suite • Experience working in a structured and efficient manner in multiple digital systems simultaneously It is also advantageous to have: • Experience with HR work within government administration • Experience preparing materials and presentations in various contexts • Experience working with personnel investigations • Good knowledge of Swedish employment law • Knowledge of competency-based recruitment.
