No. 90009114631 Limbažu novada Izglītības pārvalde announces a vacancy for Limbažu novada Izglītības pārvaldes Chief Economist – Education Issues position for a fixed term (position objective - to promote quality and sustainable financial planning and development in the education sector) Required education and skills for candidates: · Higher education in economics or finance (professional development in the relevant field is desirable); · State language proficiency in accordance with regulatory requirements; · Excellent computer skills, particularly: MS Office (Excel, Word, web browsers), MicroStrategy, Horizon, Namejs; · Knowledge of accounting, tax, and budget planning, especially in the municipal context; · Ability to independently develop and format documents in accordance with regulatory requirements; · Ability to work both independently and in a team, set priorities, and manage time; · Ability to apply knowledge in practice and provide economic explanations; · Strong communication, presentation, and problem-solving skills; · Desire for professional development and staying current with sector developments; · Minimum 2 years of professional experience in a similar position. Main job duties: · Develop proposals regarding state budget targeted allocations and municipal funds distribution for teacher compensation, monitor the use of these funds, and manage their allocation; · Financial planning, analysis, budget development, and monitoring of education institutions; · Processing financial data and preparing reports; · Monitor and oversee the municipal settlement process in the education sector; · Prepare meal cost calculations, including for targeted allocations and municipal budget funds; · Perform economic calculations and prepare inquiries to institutions (statistics, budget execution, maintenance costs, etc.); · Prepare tariff calculations for paid services; · In cooperation with education institution leaders, develop financing priorities and provide opinions on budget estimates; · Organize salary and allowance calculations for institution leaders in accordance with regulatory requirements. · Compliance with regulatory acts and document preparation in accordance with legislation; · Cooperation with specialists at various levels, education institutions, and clients; · Preparation and presentation of presentations and analytical reports; · Participation in financial management and control processes; · Participation in implementing education sector development projects; · Efficient document and information circulation using modern IT systems.
