Do you want to lead and develop the finance function in one of Sweden's most important authorities? As Chief Economist, you will have a central role in strengthening the agency's financial management and contributing to business development. About the role The Common Functions Department was established on April 1, 2025 and consists of approximately 150 employees. Here we gather the agency's enabling functions in finance, analysis, procurement, facilities, customer relations, communications, human resources and development. The department is in a development phase where coordination, common working methods and business development are in focus. The Finance Unit currently consists of approximately 25 competent, engaged and motivated employees who are responsible for financial management, business planning, budget processes, monitoring, reporting, accounting and financial administration, as well as the agency's management systems and work on internal control and governance. As Chief Economist, you lead the unit and have management responsibility for two section heads. Together, you are responsible for the unit's deliverables and development. You ensure appropriate and forward-looking financial management with high quality in accounting and financial processes, and provide qualified support to management and operations. The Transport Agency operates in a complex financial environment with both appropriation-financed and fee-financed activities, extensive investments and high demands for analysis and long-term planning. You are responsible for ensuring that financial management contributes to prioritizing resources where they create the greatest benefit and impact. By combining the business's objectives, financial conditions and the organization's capacity, you and your unit contribute to well-founded priorities and efficient resource utilization that maximizes value for operations and society. A central part of the assignment is to further develop the agency's financial management and strengthen coordination within the controller function. You contribute to developing common working methods, creating alignment and building a more cohesive control model with a clear agency-wide perspective. You are part of the department's management group and report to the Department Director. In the management group, you contribute a holistic perspective and share responsibility with other managers for the department's overall mission, results and development. You must have an academic degree in economics or other education and experience that the employer deems equivalent experience of management assignments with personnel, budget, work environment and operational responsibility good knowledge of public sector governance, the public budget process, and internal control and governance several years of experience leading and developing financial management, budgeting, forecasting and financial monitoring in a larger and complex organization experience of accounting, financial statements and financial reporting experience of preparing qualified briefing and decision-making materials for agency management and the government department very good ability to express yourself in Swedish both orally and in writing. It is meritorious if you also have experience of developing control models, operational management or agency-wide governance processes leading development and change initiatives in larger organizations operations with complex financial flows, multiple financing forms and portfolio management leading other managers appropriation-financed and fee-financed activities work in management groups at strategic level. You have a strategic and analytical approach and the ability to see the whole, connections and long-term consequences. You drive development and change in a structured and sustained manner and can translate complex financial issues into clear decision support. You also have the ability to link financial analyses to priorities that ensure resources are used where they create the greatest benefit and have the greatest impact. You have good ability to prioritize, make well-founded decisions and create structure in complex situations. You create engagement, build trust and get people to cooperate toward common goals. Great emphasis is placed on personal suitability. More information The position is permanent with a four-year management assignment, based in Norrköping or Örebro. Appointment by agreement. We normally use probationary employment. The possibility of remote work exists according to operational needs, up to three days per week. Employment with us may involve placement in a security class. A security screening with record check according to the Security Protection Act (2018:585) may therefore be carried out. For some of our work tasks in security class, Swedish citizenship is required.
