In the role as Finance Manager/Controller at Skånes Kommuner, you will have overall responsibility for developing, quality assuring, and strengthening the organization's financial management. About Skånes Kommuner Skånes Kommuner is a politically governed member organization for the 33 municipalities of Skåne with a board consisting of politicians from member municipalities. The organization's mission is to coordinate, collaborate, and be a common voice for Skåne so that municipalities can benefit from their collective strength. Skånes Kommuner is now building a new management structure consisting of a director, head of administration, department heads, and function managers within IT, finance, and procurement. The task is to structure, develop, and quality assure the organization's internal and external processes and create conditions for efficient support to member municipalities. The assignments are driven through strategic networks designated by the members. 1 position(s). RESPONSIBILITIES As Finance Manager/Controller, you have a strategically important role and serve as qualified support to the federation leadership on matters relating to finance, management, and business development. You are responsible for leading financial management and analyzing, quality assuring, and improving financial processes to ensure accurate decision-making materials and efficient support to operations at both operational and strategic levels. You translate the organization's governance principles and operational needs into sustainable and appropriate working methods. The role involves a clear development assignment where you, together with the federation leadership, further develop the finance function, strengthen internal management, and create efficient processes that support goals and future needs in an increasingly complex operational environment. The role combines overall responsibility for the finance function with a qualified controller assignment. The controller responsibility includes leading budget and forecast processes and being responsible for financial monitoring, analysis, reporting, and financial management. You monitor the organization's financial results, identify deviations, and prepare decision-making materials for federation leadership and the board. You are also responsible for internal controls, financial statements, annual reports, audits, financing matters, and monitoring of government grants. Through a business-oriented and proactive approach, you contribute to ensuring good financial control in the organization. As a function manager, you lead, coordinate, and develop the finance function. You are responsible for efficient working methods, high quality in deliverables, and a business-oriented finance function that creates value for the organization. On the external front, you drive and coordinate the network for municipal finance issues together with the municipalities' finance managers. You also participate in KEFU, where Skånes Kommuner, together with the university and member municipalities, drives knowledge development in municipal finance and management. Through the network, you contribute to experience sharing, environmental monitoring, and dissemination of current research to the municipal sector. You prepare and present financial materials to the director and board. You are responsible for financial statements, annual reporting, timelines, and quarterly monitoring and lead the budget process and financial monitoring together with the director, head of administration, and department heads. You report directly to the head of administration and have a key role in the management group. QUALIFICATIONS To succeed in this role, you have a degree in business administration or another academic education that the employer deems equivalent, and at least five years of experience in qualified finance work. You have worked as a finance manager, finance director, controller, or in an equivalent role with responsibility for finance, management, and monitoring. You have experience in qualified controller work, budget and forecast processes, financial analysis, and working close to management and decision-makers in a politically governed organization. You have a good understanding of the relationship between operations, finance, and management and a strong interest in developing organizations and processes. Experience from municipal or regional operations in areas such as procurement, IT management, or government grant administration is particularly meritable. As a person, you are action-oriented, proactive, and unpretentious. You build trust through your competence, responsiveness, and ability to build good relationships. You are communicative and pedagogical and have a talent for explaining complex financial relationships to different audiences. You have a clear strategic perspective while being organized and thorough in your work. We also believe you are a good organizer with the ability to prioritize, coordinate, and follow up.
