The Swedish Arts Council (Kulturrådet) is a state agency. We work to distribute grants to arts and culture within literature, music, performing arts, visual arts and design with the aim of making high-quality art and culture accessible to all. We also work to promote development within cultural life. Our grants can be applied for by organizations and groups, regional and municipal organizations as well as organizations within amateur culture and from civil society. The Swedish Arts Council's office, where approximately 100 employees work, is located in Filmhuset at Gärdet in Stockholm. More information can be found on our website: http://www.kulturradet.se/ The Swedish Arts Council seeking Finance Manager for the administrative support unit We are looking for a skilled and driven finance manager with an eye for both the big picture and details, who enjoys working in a broad and operations-focused role with responsibility for our financial management. You will be part of the Swedish Arts Council's finance function. It consists, in addition to the finance manager, of a case officer and an administrator. The function is part of the administrative support unit that develops and manages the agency's administration and finance, administrative law, HR matters, IT operations, office services, records management and archives, as well as procurement. Currently we are 19 employees in the unit. In 2026, the agency's appropriation amounts to approximately 2.8 billion Swedish kronor, of which approximately 2.7 billion kronor is distributed as grants. Work tasks As a finance manager, you have a central role and work in the heart of operations where you provide continuous consultative and service-oriented support to managers and employees. The work is independent, you take personal responsibility and can prioritize your own work. You have overall responsibility for the agency's financial work and will work both strategically and operatively. This means that you are responsible for the budget process, budget monitoring, financial analyses, preparing forecasts, annual accounts, and financial information in budget documents and the financial sections of the annual report. In the operational part, you work with ongoing accounting, bookkeeping, reporting, monthly reconciliations, management of loans and payment flows as part of daily financial management, to the extent required to maintain good internal control. The role includes system responsibility for Unit4 ERP with accompanying documentation in the accounting system. You will lead, coordinate and participate in the daily work of the finance function and handle a wide range of tasks that often run in parallel. In the role, you develop finance processes, ensure the quality of financial information and drive improvement work that meets the business's needs. You also monitor developments and changes within the finance function's area. We are a small finance function, which means that you need to work broadly, collaborate closely and work together with colleagues to solve the function's tasks. You have management responsibility for the employees in the finance function and report to the head of the administrative support unit, who has overall personnel and work environment responsibility. Qualifications We are looking for someone who has current and relevant experience of similar work in a state agency, good knowledge of relevant regulations and ordinances in the field, experience in leading and developing work with financial processes, experience in preparing financial documents in annual reports and budget documents, good ability to express yourself verbally and in writing in Swedish, very good system skills in the accounting program Unit4 ERP, and are an experienced IT user with good knowledge of Excel and other programs in MS Office365. You are a certified public accountant with a focus on accounting or have equivalent knowledge that the Swedish Arts Council deems equivalent. Merits It is meritorious if you have experience with reporting to EU and Hermes, worked in Visma Proceedo and Primula or similar programs, experience in management.
