The County Administrative Board works to ensure that national goals are implemented in the county, while considering regional conditions and circumstances. This includes balancing important societal interests and resolving goal conflicts. The County Administrative Board has a broad and multifaceted mandate covering both tasks and subject areas. The authority's main tasks include permit review, supervision, knowledge dissemination, and coordination within many areas of society. We employ approximately 230 people, and our leader is the County Governor.

Position Description
The economist position is located in the Economics Unit, which is part of the Operations Support Department at the County Administrative Board Värmland.
Operations Support also includes Information Management and HR, Communications, and Internal Services. The Economics Unit works with economic processes such as accounting, annual reporting, and procurement.
Job Responsibilities
As an economist, you will have the opportunity to work with economic support for operations and assist with other typical tasks at an economics unit.
Your responsibilities will include:
- Supporting budget managers with procurement and call-off assistance
- Contract management and monitoring
- Working with strategic, sustainable procurement and efficient resource utilization
- Administration and organization of contracts
- E-commerce
- Working with call-offs from national agreements, service and maintenance agreements, and other joint procurement
- Developing internal procurement expertise, informing about agreements and ordering procedures
- Participating in direct procurement processes
You are expected to participate in various types of development projects within the operational area, sometimes within the authority and sometimes in national contexts.
Qualifications
We are looking for someone with post-secondary education in economics or other education that the employer deems equivalent. You have knowledge of and experience in procurement, negotiation techniques, contract monitoring, agreements, and digital procurement. You are accustomed to working independently and take responsibility for the results of your work and achieving set goals.
You are thorough and quality-conscious and accustomed to working toward deadlines. You have good analytical abilities while collaborating well with others and possess strong communication skills both orally and in writing. The position involves close collaboration with managers and employees within the authority. Therefore, it is important to have a consultative approach, good collaboration skills, an ability to build positive relationships, and a sense of service and availability.
Terms
We use a six-month probationary period.
Swedish citizenship is required as employment involves placement in a security classification. A requirement for employment is approved security clearance with a background check. The security screening will be conducted in accordance with the provisions of the Security Protection Act.
The position involves placement in the authority's crisis and war organization.
