Through education, labor market initiatives, and support for people working toward financial independence, the Skills Supply Office creates opportunities for both individuals and society to develop. The Skills Supply Office is responsible for subsistence support, municipal labor market initiatives, budget and debt counseling, and adult education, from Swedish for immigrants to vocational college programs. The office has approximately 400 employees tasked with giving people the opportunity to grow, develop, and achieve financial independence. The office plays a central role in the municipality's skills supply by making future workforce visible and helping meet the municipality's skills supply needs. Your responsibilities As office manager, you have overall responsibility for the Skills Supply Office's operations, finances, quality, and personnel. Through the office's operations managers, you lead the work and create conditions for clear and sustainable leadership in the organization. You are responsible for ensuring good goal achievement, high quality, and efficient resource utilization. The role includes strategic operations and financial management with responsibility for budgets, follow-up, and prioritization. You work to ensure that operations develop in accordance with the municipality's goals, assigned tasks, and political direction. A central part of the role is managing and further developing a well-functioning organization. You lead strategic development work, monitor changes in the external environment, and translate relevant needs into long-term operations development. At the same time, you ensure stability and continuity in operations. You are responsible for ensuring that operations are conducted in accordance with legislation, political decisions, and other governing regulations. The role also includes overall responsibility for quality work and ensuring equitable and appropriate operations. As office manager, you are part of the municipal director's management team and actively contribute to the municipality's overall development. Together with other office managers, you work from a holistic perspective and promote coordinated solutions that strengthen the municipality's long-term development. The role involves close cooperation with political leadership, the municipality's other offices, labor organizations, and external partners. It requires your ability to build trusting relationships, manage different interests, and drive issues forward in cooperation with others. This is a strategically important leadership role with the opportunity to influence development in an area that is crucial for the municipality's future skills supply and welfare mission. You have significant responsibility for further developing operations and ensuring it meets future needs. You have the opportunity to build on a strong foundation and together with engaged managers and employees develop operations for future needs. Who are you? To succeed in the role, you have a relevant academic degree and solid experience leading operations at a strategic level. You are accustomed to leading through other managers and have worked with both operations and financial management, where budgets, follow-up, and prioritization have been a natural part of your assignment. You thrive in organizations with many stakeholders and have good understanding of the conditions that characterize a politically governed operation. Through your experience, you have developed the ability to navigate between different perspectives, translate decisions into results, and create conditions for long-term development. We would appreciate it if you have experience from educational operations, social services, or other related public operations. If you have worked in both areas, that is a merit. Furthermore, you have understanding of systematic quality work, public law, governing regulations, and the importance of cooperation, while having the ability to follow external developments and translate insights into operations development. You are a strategic and relationship-building leader who sees the whole picture and makes well-founded decisions with the operation's long-term development in focus. You have good understanding of how political decisions affect operations, finances, and citizens and are accustomed to working in an organization with many perspectives and stakeholders. Through trust-based leadership, you create conditions for responsibility, development, and good results. You build strong collaborations, communicate clearly, and contribute to a positive cooperation climate both within the office and in the municipality as a whole. You act with integrity, take responsibility for your assignment, and build trust through professional and consistent conduct.
