About the Operation: Within the Social Services Department, approximately 550 employees work with the mission to provide preventive support within social services, care, and welfare. We are undergoing a major transformation toward a more preventive, tailored, and sustainable social service. We are now looking for a Digital Strategist for the Social Services Department. The role combines strategic responsibility with leading digitalization, AI, and customer insight-driven work while also managing initiatives. You will work in close collaboration with project managers, business and process analysts, system administrators, and management functions within the department and the municipal management office. Responsibilities: As a Digital Strategist, you have a broad and operationally close responsibility where you combine strategic development work with operational implementation. Your focus is not on the technology itself, but on the value it creates for people. You drive digital innovation with the goal of making everyday life easier for both residents and employees within the various areas of social services. In this role, you actively work as both a strategist and project manager with areas such as welfare technology, digitalization, and data-driven approaches, while building our long-term capability to use new technological opportunities with a focus on AI. You will work extensively with customer insight-driven methods, needs analyses, and process mappings to ensure that the solutions we implement meet real needs and create measurable results and value. The new legislation (SoL) also places higher demands on a more knowledge-based and data-driven approach, which means you help us gather, understand, and account for complex contexts and operational data so we can make more accurate decisions. You serve as a trusted bridge between operations, IT, security, and legal. Change management is a common thread in everything you do. You support, inspire, and guide managers and employees in digital leadership and new ways of working so that the entire department transitions securely to meet future demands. Additionally, you represent the department in external and internal networks to collaborate, draw inspiration, monitor the external environment, and learn how other municipalities solve similar challenges. Qualifications: You hold a relevant academic degree, for example in systems science, political science, strategic change management, or other education that the employer deems equivalent. You have at least two years of experience as a Project Manager. You have at least one year of work experience leading change and development initiatives within digitalization, AI, and/or data-driven work. You have experience leading in complex or politically governed organizations. You have experience working within Social Services, at least 1 year. You express yourself very well in Swedish in both writing and speech. Meritorious: Experience in practically developing or implementing AI tools or welfare technology for operational development. You have conducted needs and process mappings. You have concrete experience with IT projects or equivalent experience and can interpret and understand technical language. Personal Qualities: You work toward results, show reliability, and take responsibility for planning and follow-up of your work. You strengthen relationships by helping others, collaborating, following rules and processes, and sharing information. You develop, improve, seek solutions, learning, and knowledge on your own initiative. You are the link, provide service, show loyalty externally and internally, and monitor the external environment. Common values are evident in your approach. You are communicative, unpretentious, and pedagogical in explaining visions and complex technical contexts so that everyone feels included. You have a good ability to see the bigger picture. You lead by creating trust, dialogue, and participation, and you have a genuine commitment to contributing to a culture characterized by continuous learning, action, and accountability.
