In Fall 2026, Gävle Municipality is launching the project Public-Private Collaboration for Increased Competitiveness and Transformation Capacity in Gävleborg within the Gävle Climate Agreement. The project runs until September 2029 and includes five pilot projects that in various ways will contribute to reduced emissions and strengthened competitiveness in the region. This position as sub-project manager for one of the pilot projects is located at the Business Development Division's management. The workplace is located in newly renovated premises in Gävle City Hall, just a few minutes' walk from Gävle Central Station and with good bus connections. 1 position(s). WORK TASKS As sub-project manager, you lead and coordinate a sub-project tasked with developing Gävle and Sandviken municipalities' approach to setting and monitoring climate requirements in public procurement. The work is based on the municipalities' own decisions and assignments, as well as on the Swedish Public Procurement Agency and the Government's national procurement strategy, which highlights public procurement as an important tool for Sweden to achieve its climate goals. The sub-project also draws inspiration from ongoing development work within Region Gävleborg. At a later stage, a development resource will also be assigned to the sub-project. Your work tasks include, among others: • plan, lead and monitor work within the sub-project based on the project's goals, activities and timeline • coordinate work between Gävle Municipality, Sandviken Municipality and other relevant actors • map and analyze existing approaches, needs and development areas related to climate requirements and monitoring • lead the work of developing approaches to setting and monitoring climate requirements in public procurement • monitor developments in the field and capture relevant experiences, methods and good practices • document, report and disseminate the sub-project's work and results. The position is a full-time project employment lasting 32 months from the start date but at the latest until September 2029. QUALIFICATIONS We are looking for someone with experience working in projects and an interest in procurement and contracting issues. You want to be part of developing approaches that contribute to sustainable public procurement. To be relevant for the position, you have: • relevant university or college education, or alternatively other education combined with work experience that the employer considers equivalent • experience working in projects, preferably as a project manager or sub-project manager • very good ability to express yourself in Swedish in speech and writing. It is meritorious if you have: • experience working according to a project model, preferably XLPM • experience collaborating with several different actors • experience working in a politically governed organization. You collaborate well with people in different contexts and functions • structured and have the ability to plan, organize and monitor several activities in parallel and toward set goals • confident, take own initiative and drive the work forward even when the path ahead is not obvious • analytical and have an easy time seeing logic and connections in complex information, weighing different perspectives and seeing long-term solutions.
