Do you want to lead and develop the finance function at one of Sweden's most important agencies? As Controller Chief, you will have a central role in strengthening the agency's financial management and contributing to business development.
About the position
The Common Functions Department was established on April 1, 2025, and consists of approximately 150 employees. Here we bring together the agency's enabling functions within finance, analysis, procurement, facilities, customer relations, communication, human resources, and development. The department is in a development phase where coordination, common working methods, and business development are in focus.
The Finance and Operations Management Section consists of approximately 12 competent, engaged, and motivated employees responsible for financial management, operations planning including budgeting, fee handling, finance and operations follow-up, the agency's management system, and internal control and governance.
As Section Chief, you are responsible for the section's operations, employees, and development. You have operational, personnel, work environment, and budget responsibility, and you lead the daily work within the section. You ensure that the section has the right competencies, effective working methods, and good conditions to deliver qualified support to management and operations with high quality.
Together with one additional Section Chief, you are part of the unit's management group and report to the Finance Chief. Together, you are responsible for the unit's combined deliverables and development. You ensure appropriate financial management, high quality in financial processes, and qualified support to management and operations.
The Swedish Transport Agency operates in a complex financial environment with both appropriated and fee-financed operations, extensive investments, and high demands for analysis and long-term planning. Within your area of responsibility, you are responsible for leading and developing work on financial and operations management and ensuring that financial analyses and follow-up provide relevant support for the operations' priorities and decisions.
A central part of the assignment is to work together with the Finance Chief, the department, operations, and other parts of the unit to further develop the agency's financial management and strengthen coordination within the controller area. You contribute to developing common working methods, creating consensus, and translating agency-wide governance into effective working methods within your area of responsibility.
You must have
an academic degree in economics or other education and experience that the employer considers equivalent
experience from management positions with personnel, budget, work environment, and operations responsibility
knowledge of state governance, the state budget process, and internal control and governance
experience leading and developing work with financial management, budgeting, forecasting, and financial follow-up
experience in accounting, financial statements, and financial reporting
experience preparing decision-making materials and financial analyses for managers and leadership
very good ability to express yourself in Swedish, both verbally and in writing
It is advantageous if you also have experience with
developing agency-wide governance and support processes
leading development and change initiatives
financial management in operations with complex financial flows and multiple financing forms
appropriated and fee-financed operations
work in complex financial systems, for example UBW

More information
The position is permanent with a management assignment of four years, based in Norrköping or Örebro. Appointment according to agreement. We normally apply a probationary period. Remote work is possible based on operational needs, up to three days per week. Employment with us may involve placement in a security classification. A security vetting with background check according to the Security Protection Act (2018:585) may therefore be conducted. For some of our positions in security classification, Swedish citizenship is required.
We may use occupational psychological testing.
