Your responsibilities
We offer an exciting and developmental role as controller/board economist with responsibility for handling financial matters for the Children and Youth Board and Education Board in Linköping Municipality. The work takes place in close collaboration with another strategic controller/board economist and involves you cooperating with both civil servants and politicians, and being involved in financial matters at both an overarching strategic level and an operational level.
In this role, you take overall responsibility for the board's finances. You plan, drive, follow up, and analyze financial work from both an operational and strategic perspective. The work includes, among other things, preparing budgets, financial statements, and monthly follow-ups including full-year forecast reporting, as well as preparing decision-making materials. You are also responsible for calculating and distributing the board's resource allocation, as well as certain state grants, to both municipal and independent actors.
You have responsibility for handling matters and are the presenter in financial matters to the board. The role also includes environmental monitoring, among other things via networks at the municipal, regional, and national levels, analyses and investigations within the financial area. You play an important role by contributing to the development and improvement of operations, internal governance, and control. You ensure that management has the financial information needed to run operations efficiently and are constantly updated on what is happening within your area of responsibility.
The position involves collaboration with the finance director, controllers, finance administrators, and case handlers within the administration's other departments, where development of the internal financial process is an important part. To support the financial work, the municipality uses the financial system UNIT4 ERP, QlikSense, and Excel (planning tool).
Your workplace
The Education Administration is Linköping Municipality's largest administration and serves as the assignment and authority office for three of the municipality's boards; the Children and Youth Board, the Education Board, and the Labor Market Board with associated result units.
The administration's finance department consists of a finance director, deputy finance director, and 17 controllers and finance administrators. The finance director will be your immediate supervisor.
The Finance Department's mission is to provide support to civil servants, politicians, and the administration's operations. In the finance group, collaboration and modesty are highly valued.
Our workplace operates from activity-based facilities at Apotekaregatan 13C in central Linköping. Working hours are daytime, Monday-Friday. Flexible hours apply.
About you
We are looking for someone with a university degree in economics or other education combined with relevant work experience that the employer deems equivalent. You have work experience from the financial field where you have worked with financial follow-up, budget work, and forecast work. We also see that you have very good knowledge of financial management and experience working with large financial systems.
We consider it a merit if you have experience from public sector operations and thereby a good understanding of what it means to work in a politically governed organization. It is also a merit to have good skills in Excel/Google Sheets and the financial system Unit4 ERP. You need to have good knowledge of Swedish in both speech and writing, as the position involves many contact points as well as handling and presenting decision-making materials.
To thrive in the role of controller with us, you need to have a good ability to plan, organize, and prioritize your work efficiently. You also need to be able to work well with other people and be able to listen, communicate, and resolve conflicts in a constructive manner. Standing before colleagues and decision-makers and explaining financial results and forecasts clearly is something you feel comfortable with, and you have good communication skills. It comes naturally to you to adapt to changed circumstances as there are often rapid changes and altered directives. You also need to be comfortable working with complex issues and be able to analyze and break down problems into their components while seeing the bigger picture and understanding your role as a controller in relation to other operations.
