Dienvidkurzemes novada pašvaldība INVITES APPLICATIONS FOR CIVIL PROTECTION ENGINEER (profession code – 2149 39) Fixed-term position. Salary: 1250 EUR (gross) Work location: Lielā iela 54, Grobiņa, Dienvidkurzemes novads. Key job responsibilities: Update the municipality's Civil Protection (CP) plan, guidelines, internal regulatory acts, draft decisions, and develop standard operating procedures (SOP). Conduct resource inventory and systematically inspect municipality facilities and critical infrastructure, including arrangements for shelters and their adaptation. Cooperate with Liepāja city municipality to address joint cooperation territory issues in the field of civil protection. Coordinate the municipality's cooperation with emergency services, NGOs, private sector, as well as with the State Emergency Service and allied forces within the framework of host nation support. Participate in CP commission work and respond operatively to threat situations, managing information flow and mobilizing resources for consequence mitigation. Plan and conduct CP training for municipality employees, as well as organize educational seminars for residents and capital company employees by target groups. Represent the municipality in CP matters to institutions, as well as plan and provide support to the municipality's Development Department in implementing CP projects. Requirements for candidates: Second level professional higher or academic higher education (preferably in law, civil protection, fire safety, occupational safety, crisis management, or public administration). Desired work experience in state or municipal institutions. Understanding of the Civil Protection System of the Republic of Latvia and practical application of related regulatory acts. Excellent organizational and management skills, ability to make independent decisions, manage information flow, and act in high-stress, risk, and crisis situations. Good communication, argumentation, and public speaking skills, ability to cooperate with state services and non-governmental organizations. Knowledge of the state language at the highest level and good computer skills (MS Office applications). Category B driver's license.
