The Department for Operational Planning and Management plays an important role in this development, and operations are characterized by further developing working methods to meet the demands posed by developments in the external environment. The department has an operational staff that creates conditions for joint operational work within the preparedness structure and civil defense. To be better prepared, it is essential to plan how various risks and vulnerabilities affecting society will be managed. With us, you will have the opportunity to play a decisive role in planning within civil defense. Your Responsibility and Work Tasks You will be part of the team at the C5 Planning Unit. As a planning manager, responsible for the agency's support to military defense, your primary task will be to coordinate planning of support to the Armed Forces' operational planning. You are also responsible for implementing and coordinating ongoing cooperation between agencies regarding the Armed Forces' operational planning. The assignment includes extensive cooperation with the Armed Forces, other preparedness agencies, as well as internal functions within the agency. The unit plays an important role in the agency's operational activities, and as planning manager, you are expected to contribute to this as needed, with preparatory planning based on identified risks. In your position, you will also have the opportunity to contribute to the change work underway at the agency and within the department. It is therefore important that you thrive in an environment where working methods and products are continuously developed. The role of planning manager is new. This therefore requires both structured coordination of an area of responsibility and the development of functional working methods. Your Knowledge and Competence We are looking for someone who has: An academic degree that the employer deems relevant. Experience leading projects or work groups. Experience preparing and presenting materials for decision-makers. Knowledge of the objectives and directions of total defense and Swedish crisis preparedness. Background in, or experience with cooperation with, the Armed Forces. Very good ability to express yourself in speech and writing in Swedish and English. At least five years of experience as a case officer in the public sector. It is meritious if you have: Experience with planning tasks and methodological knowledge of planning. Experience with method and process development. Previous experience working in a staff, preferably according to NATO structure. Knowledge of Common Ground – framework for leadership and cooperation. About the Position We offer you a permanent full-time position starting with a probationary period. Your work location will be Stockholm. Standby duty may be part of the position and may involve service outside normal office hours. In the position, you are expected to be able to travel both nationally and internationally. During certain periods, you may also be stationed in another location, primarily at the agency's office in Karlstad. The majority of our positions involve placement in security classification. Swedish citizenship is usually required. For positions with security classification, a security vetting with record check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed. About Us The C5 Planning Unit is responsible for national preparatory planning within prioritized areas in preparation for peacetime crises, war risk, and war. This includes planning and cooperation in support of military defense. The unit is also responsible for the C5 function in the agency's operational command system.
