About the Operations Region Västernorrland is now seeking a Construction Project Manager for civil emergency preparedness with responsibility for the region's work on protected spaces and other resilience-enhancing investments. Region Properties is responsible for the operation, maintenance, and development of the region's properties, including hospitals and healthcare facilities. Requirements for preparedness, resilience, and civil defense are increasing, and we are now implementing several important initiatives to ensure that healthcare facilities can function even during serious disruptions, crises, and ultimately war. As a construction project manager, you will have a central role in planning, leading, and coordinating projects related to protected spaces, technical supply, backup systems, and other measures that strengthen the region's emergency preparedness capacity. The role combines project management in construction and property with strategic development work in civil emergency preparedness. With us, you will have a varied and socially important assignment where you work closely with both property operations, healthcare services, and external authorities. You may be assigned to wartime placement in your position. The position is a permanent full-time employment with entry as soon as agreed upon. Duties Lead investments and construction projects related to protected spaces and civil defense Take responsibility for planning, implementation, and follow-up of resilience-enhancing measures within the region's properties Coordinate projects within backup power, technical supply, supply security, and sustainability Participate in the development of needs analyses, preliminary studies, decision-making materials, and investment plans Ensure that projects are carried out in accordance with applicable laws, regulations, and authority requirements Coordinate with operations, consultants, contractors, authorities, and other external stakeholders Contribute to the development of Region Properties' work in civil emergency preparedness and total defense Assist in risk and vulnerability analyses and continuity planning Participate in regional and national networks in the preparedness and resilience field Provide support during extraordinary events and in the region's emergency preparedness work Qualifications We are looking for someone who Has higher education in construction, civil engineering, property, technology, project management, or other education that the employer deems equivalent Can express yourself well both verbally and in writing in Swedish Holds a Class B driver's license It is an advantage if you Have experience leading construction or infrastructure projects Have experience with project management, financial monitoring, and coordination of multiple stakeholders Have experience preparing decision-making materials or participating in investigation work Have experience working in civil emergency preparedness, crisis preparedness, or total defense Have experience in hospital environments or socially critical operations Have knowledge of protected spaces, robust facilities, or technical supply systems Have experience working in public sector operations Have experience in security protection or security protection planning Have experience working with backup power, water supply, technical infrastructure, or supply security To succeed in this role, we believe you have these personal qualities Stable Empathetic ability Structured Holistic perspective Region Västernorrland With approximately 7,000 employees and over 200 professions, Region Västernorrland is responsible for several of the operations that are most important for residents' ability to participate in society.
