Who are we?
The Safety and Security Department consists of ten people who together provide strategic and operational support to all municipal operations in matters concerning security, civil preparedness, crime prevention, safety-promoting work, welfare crimes, and insurance.

A deteriorated security situation places increasingly greater demands on the municipality's security work. The Municipal Executive Board has ultimate responsibility for the overall safety and security work in the municipality.
Security work at the municipality requires that the department develops in pace with, among other things, new requirements and conditions and ensures that our strategies are adapted to today's external environment. The working group has a clear focus on making security thinking and well-functioning security work accessible and clear throughout the municipality.
The personnel of the Safety and Security Department work in an open and positive environment with a great deal of job satisfaction and camaraderie. Our areas of responsibility are highly current, which is why the position also has high delivery requirements.
One of the main tasks is to serve as support, and we have functional responsibility in municipal operations and companies within our work areas. In your work, you will have support and a sounding board from both your manager and colleagues.
We are now seeking a crisis preparedness strategist. Due to the new law on municipalities' and regions' fundamental preparedness (LKRB), you will have a key role in ensuring our robustness in the face of peacetime crises and heightened preparedness.
Your responsibilities
As a crisis preparedness strategist, you are responsible for developing the municipality's crisis preparedness and crisis management capabilities. You work strategically to ensure the municipality meets increased requirements and expectations within the crisis preparedness field.
An important part of the role is to be an exercise and training leader for the entire municipal group. You plan, conduct, and follow up on training and exercises that strengthen both individuals' and operations' capabilities within crisis preparedness and wartime organization.
You are responsible for creating engaging learning situations where participants have the opportunity to put theory into practical capability. You also contribute to ensuring quality, delivery reliability, and cooperation within crisis preparedness and civil defense.
The role also involves developing cooperation with authorities, business, and other stakeholders to strengthen the municipality's ability to conduct activities of vital importance to society.
In addition to this, the following are included:
Cooperation: with, for example, the County Administrative Board, the Swedish Armed Forces, municipalities, regions, and business.
Safety Points: requirements regarding placement, equipment, and organization.
Risk and vulnerability analyses: lead the municipality's annual RSA work to identify and reduce vulnerabilities.
Who are you?
We are looking for someone with an academic degree in, for example, behavioral science, social science, political science, pedagogy, or risk management with a focus on societal security. Alternatively, you have other education and relevant work experience deemed equivalent.
You have experience planning and conducting training initiatives and preferably experience with digital training platforms. It is meritorious if you have worked in a politically governed organization and driven complex issues.
Merits also include experience in:
crisis management and civil preparedness
Development and follow-up of governing documents and plans
RSA, continuity management, and crisis leadership
LEH (LKRB), LSO, and Excel
As a person, you are action-oriented, structured, and results-focused. You have good communication and pedagogical skills and enjoy educating and cooperating with others. You can work both independently and with others, take initiative, and enjoy building new relationships and networks.
You express yourself well in Swedish, both orally and in writing.
Since the position is placed in a security classification, security vetting will be conducted in accordance with the Security Protection Act before employment. Over time, the position may also involve emergency service as a standby officer, an important task for strengthening the municipality's security around the clock.
