As an emergency preparedness coordinator with us, you will be an important part of a small security unit where personal drive, responsibility-taking, and collaboration are decisive. You work closely with municipal leadership and operations with short decision-making paths and delegated responsibility. Your contribution is of direct significance for the municipality's ability to prevent, resist, and manage disruptions, crises, and heightened readiness. WORK TASKS The assignment has an operations-focused approach and a central role in strengthening the municipality's ability to maintain critical societal functions during disruptions, peacetime crisis situations, and heightened readiness. A main task is to lead, coordinate, and develop the municipality's continuity management. You support operations in identifying critical dependencies and prioritized activities, analyzing the consequences of disruptions, and developing and following up continuity plans. You also coordinate the municipality's work with risk and vulnerability analysis (RSA) and contribute to identified shortcomings being converted into concrete measures, plans, training, and exercises. The assignment includes, among other things: • Follow the development of the proposed law on municipalities' and regions' basic preparedness in the face of crisis and war (LKRB), analyze what upcoming requirements may mean for the municipality, and support the organization's preparations • Develop, update, and follow up continuity plans, crisis plans, procedures, and other governing documents • Support operations in identifying critical societal functions, critical dependencies, and prioritized measures • Contribute to the development of the municipality's crisis organization and crisis management capability • Plan, implement, and follow up training, exercises, and workshops • Cooperate with, among others, the county administrative board, rescue services, police, region, neighboring municipalities, and other relevant actors • Perform administrative and coordinating tasks within the preparedness and security area Since the security unit is small, the role is broad. Work tasks may therefore also occur within security protection, systematic fire safety work (SBA), and the Act on Protection Against Accidents (LSO). QUALIFICATIONS We are looking for someone with preparedness-oriented education at college or university level, alternatively other education and/or experience that the employer assesses as equivalent and relevant. You must have the ability to lead processes and groups and develop analyses, decision-making support, and various types of governing documents, such as plans. Furthermore, you have an understanding of public operations and the municipality's responsibility within crisis preparedness and civil defense. You can express yourself very well in Swedish, both verbally and in writing. A B-class driver's license is a requirement. It is meritorious if you have: • experience working with crisis preparedness, continuity management, risk and vulnerability analysis, security, or related areas • experience leading or implementing continuity management in an organization • experience with municipal RSA work • knowledge of LEH and the development of the proposed LKRB • knowledge of security protection • experience with crisis management, training and exercise operations, or total defense planning • experience with a similar assignment in a municipality, region, authority, or other critical societal operation You must be able to work in a structured and independent manner and have the ability to drive processes from analysis to implementation. You must be able to translate overarching requirements and complex issues into understandable and practically usable approaches. The role involves many contacts with managers, employees, and external cooperation actors. This requires you to be communicative, pedagogical, and service-oriented, as well as having an ease for creating trustworthy relationships. You are comfortable leading work groups, workshops, training sessions, and exercises. Great weight will be placed on personal suitability.
