Länsstyrelsen is seeking an analyst for the Supply and Capability Planning Unit. Your workplace will be at our office in Malmö. The employment is permanent. We apply a 6-month probationary period. Start date as soon as possible by agreement.
The unit is one of Länsstyrelsen's emergency preparedness units with assignments within civil protection and civil defense. The unit has assignments including regional planning for civil defense, supply preparedness and public-private cooperation, as well as analysis activities within the division's areas of responsibility. The unit works closely with the two other emergency preparedness units in the division and with the civil affairs office. Work also takes place externally with stakeholders in the business sector, municipalities, the region, the Swedish Armed Forces, MCF, and other emergency preparedness authorities.
Due to the deteriorated security situation in Sweden and the surrounding region, total defense is undergoing significant development. Länsstyrelsen, as the highest regional total defense authority, plays an important role in this work.
ResponsibilitiesWe are seeking you to contribute to work on emergency preparedness and civil defense for Skåne County. Your tasks will primarily consist of handling the authority's analyses within supply preparedness and developing work on public-private cooperation (POS). This includes driving and developing the forms for the Business Preparedness Council in Skåne. Analysis work on civil preparedness matters is also part of the responsibilities.
You will participate in developing strategies and preparedness plans, responding to consultations within the subject area, working with critical societal functions, and other activities that fall within the division's areas of responsibility.
We operate in a changing environment where new assignments come in while legislation and regulations evolve. This means that the assignment's content and scope may change over time, which requires flexibility and the ability to adapt to new conditions. As an employee in the Emergency Preparedness Division, you are part of Länsstyrelsen's crisis and war organization, which means that in the event of a peacetime societal disruption or war, you may need to serve at times other than regular office hours. It may also become relevant to serve as a standby officer (TiB), which involves scheduled on-call duty approximately seven weeks per year. Upon employment, you will be assigned to Länsstyrelsen for war organization purposes.
QualificationsWe are seeking you who have:
relevant academic degree or other education and experience working with analyses/capability assessments or equivalent
multiple years of experience in analysis or investigation work in public administration
very good ability to express yourself verbally and in writing in Swedish
good ability to express yourself verbally and in writing in English
familiarity with digital work tools, preferably with support from generative AI, and good knowledge of the Office suite.
It is meritorious if you have experience with:
work in emergency preparedness agencies
work in security, emergency preparedness, or total defense in public administration, municipal or state enterprises with related assignments
collaboration and cooperation with various stakeholders in society
project management or leading processes
handling matters with consideration of public disclosure and confidentiality
To thrive and succeed in this role, you should be well-organized with the ability to handle large amounts of information and see connections in complex matters. You need to be able to handle uncertainty and a dynamic work environment, while being good at collaboration and building strong relationships with both internal and external contacts. The role also requires strong ability to work independently within given frameworks and to prioritize effectively and work under time pressure, as the work sometimes involves short deadlines and always multiple tasks in parallel.
Swedish citizenship and a category B driving license are requirements.
Security ClassificationLänsstyrelsen is an important coordinating role during societal disruptions and we place high demands on employees' security and confidentiality awareness. Some of our positions are security classified and may also involve assignment to the authority for war organization purposes, which means that a security clearance must be completed before an employment decision is made.
