JOB RESPONSIBILITIES We are looking for someone with relevant educational background, ideally with professional experience but also a genuine interest in emergency preparedness and security issues. You must be able to combine strategic development work with operational efforts, while building strong collaborations both within the municipality and with external partners. As an Emergency Preparedness Officer, you will have an important role in ensuring that the municipality manages crises, disruptions, and elevated preparedness. You will be part of the security function at the office of the Municipal Executive Office. Your closest colleagues will be the emergency preparedness coordinator, who coordinates the work, and the safety and security coordinator, who works on crime prevention, among other things. Job Responsibilities In this role, you will contribute to driving and developing the municipality's work on emergency preparedness and security. You will work closely with operations, authorities, organizations, and other important societal actors to strengthen the municipality's ability to meet future challenges. You will, with the support of colleagues, among other things: - Produce governing documents, investigations, and plans - Develop and coordinate the municipality's work on civil defense - Coordinate and develop the municipality's safety points - Coordinate work on risk and vulnerability assessments and risk analyses - Drive projects that strengthen the municipality's emergency preparedness capacity - Work on issues related to total defense - Collaborate with authorities, organizations, and other external partners - Follow up, prioritize, and develop the municipality's work in the emergency preparedness and security area QUALIFICATIONS We are looking for a person with relevant higher education, for example in societal security, risk management, risk engineering, political science, public administration, or other education that the employer deems equivalent. We prefer that you have work experience in emergency preparedness and security, and you must be able to switch between strategic and operational work, adapt processes to operational needs, and be comfortable in an educational and consultative role. Experience in planning, coordinating, and conducting training and exercises, as well as being able to drive projects independently, is a merit. Since the role involves many contact points within the municipality and external collaboration partners, you are required to have strong communication skills and administrative ability. As a person, you are structured, responsible, and development-oriented. You thrive in a role where you can create clarity, drive issues forward, and help people collaborate toward common goals. You have the ability to see the big picture and think strategically, while understanding the importance of attention to detail in planning. You can turn ideas into concrete action. You work independently and long-term, but also value collaboration and dialogue. Further merits include experience in municipal operations and understanding of work in a politically governed organization. Experience in investigation and analysis work is a merit for the position.
