No. 90000065720 announces an open competition for the position of Guardianship Board Member Requirements • A person who is a citizen or non-citizen of the Republic of Latvia. • A person who has reached the age of 30. • A person who has obtained at least an academic bachelor's degree or professional bachelor's degree and level 5 professional qualification, or other qualifications corresponding to level 6 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or legal sciences, education management or public administration, and who has at least three years of work experience in the relevant field of acquired education or in the performance of the duties of the Guardianship Board Chair, Deputy Chair, or Member. • Absence of obstacles specified in Article 11 of the Guardianship Board Law to hold the position of Guardianship Board Member. • A person who speaks the state language at the highest level, in accordance with the requirements of the State Language Law. • A person with an impeccable reputation. • Available valid eSignature, as authorization in municipal information systems is performed electronically. Additional Requirements • Copies of documents certifying additional training on specialized knowledge acquired in the scope and manner established by Cabinet Regulation No. 984 of December 5, 2006. • Copies of documents certifying additional training acquired in the last five years relevant to the performance of job duties. Preference will be given to candidates if they have • Completed the training program for Guardianship Board Chair, Deputy Chair, and Members and professional development training program of 24 hours within the last 5 years. • Obtained a second-level higher academic education in legal sciences or a professional master's degree corresponding to the legal sciences field or a professional master's degree in legal sciences and level 5 professional qualification (lawyer), or other qualifications corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in legal sciences. Preference will be given to candidates with at least an academic master's degree or professional master's degree in legal sciences and level 5 professional qualification, or other qualifications corresponding to level 7 of the European Qualifications Framework as defined in the Latvian Education Classification in pedagogy, psychology, medicine, social work or legal sciences, education management or public administration, and who have at least five years of work experience in the relevant field of acquired education or in the performance of the duties of Guardianship Board Member. Skills • Proficiency in working with information and communication technologies, including MS Office programs (Word, Excel), electronic mail. • Document preparation skills, knowledge of regulatory acts for implementing assigned duties. • Good communication and interpersonal skills, high stress tolerance and sense of responsibility, strategic and analytical thinking, ability to make decisions. • Knowledge of any official language of the European Union. Duties • Participate in the work of the Guardianship Board, receive visitors, review submissions and complaints, including submissions and complaints about parental conduct, provide consultations. • Participate in proper case resolution, reviewing documents received by the Guardianship Board, preparing and providing responses to parties involved in the case. • Participate in Guardianship Board meetings, ensuring collegial decision-making, and take actions to ensure implementation of decisions. • Represent the Guardianship Board in other institutions, including courts, prosecutor's office, State Child Rights Protection Inspectorate, law enforcement agencies and other institutions, provide opinions according to the scope of authorization. • Participate in professional development and qualification improvement. • Ensure fulfillment of duties established in the Guardianship Board Law and the institution's regulations. • Conduct family circumstances inspections, prepare and sign inspection reports and meeting minutes. • Work with child family cases and/or cases of persons with limited capacity to act. • Prepare cases for court proceedings, draft claims, petitions for special procedures, appeals, and other documents. • Prepare draft decisions. • Enter information into the NPAIS system in compliance with regulatory requirements. • Perform notarial actions. • Perform other job duties in accordance with regulatory requirements and assignments from the Guardianship Board Chair.
