Description Do you want to help shape the future of Vänersborg? We are now looking for a strategic leader who wants to take overall responsibility for the municipality's strategic community development. In this role, you will have a central position in driving sustainable development, growth, and attractiveness – in close collaboration with elected officials and management. Work Duties About the Assignment As a department head, you lead and develop the new community development department within the Municipal Executive Administration. The position reports directly to the Municipal Director. The department consists of two units: Business and Strategic Community Planning, and Sustainable Development, plus a staff responsible for land and real estate development, totaling approximately 20 employees. You have overall responsibility for operations, budget, personnel, and development, and you coordinate complex matters across administrative boundaries. The role involves many external contacts at the municipal, regional, and national levels. The Department's Mission The Community Development Department leads, coordinates, and develops the municipality's strategic community building matters under the responsibility of the Municipal Executive Board, with a focus on long-term sustainability, attractiveness, and growth in Vänersborg. The mission encompasses both strategic work and implementation within, among other areas: Strategic physical planning and comprehensive planning Land and real estate development and forest management Housing provision, infrastructure, and public transport Business development and establishment initiatives Collaboration with business, academia, and other external stakeholders Place development and city center development Environmental, climate, and public health matters International work and project financing The department plays a central role in preparing strategic decision-making processes and works closely with political leadership. The role is characterized by high complexity, long-term perspective, and the need for coordination across organizational boundaries. Qualifications Relevant academic degree, for example in urban planning, political science, or equivalent. Several years of documented experience in strategic management positions within municipal or other politically governed organizations. Experience leading managers. Good knowledge of community building processes, including land and real estate development, strategic physical planning, and growth and development matters. Personal Qualities Ability to work long-term and analytically with complex community building matters. Ability to collaborate both internally and externally and to prioritize the whole over the parts. Ability to present and communicate complex matters in a clear, structured, and decision-oriented manner. Leads through trust, creates engagement, and utilizes professional competence.
