Every day, we work to create the best possible conditions for people with disabilities in Malmö to live independent, inclusive, and healthy lives. With an eye toward future needs, we are developing our operations with a focus on quality, accessibility, participation, and sustainability. A central part of our work is transitioning to good and proximate care. This involves providing care, support, and rehabilitation based on individual needs and creating initiatives that are coordinated, preventive, and person-centered. To succeed, we need to continue developing our work through collaboration, innovation, digitalization, and welfare and assistive technology. We are now seeking a department manager who wants to drive this development together with us. Duties As department manager for Health and Development, you are responsible for the administration's healthcare unit, assistive technology center, and the unit for welfare technology and digitalization. Your role also includes strategic responsibility for issues related to health, quality, innovation, digitalization, and welfare technology. You lead operations with different competencies and mandates. Therefore, an important part of your role is to create shared direction, build collaboration, and maintain cohesion based on the administration's overarching goals and residents' needs. You are responsible for ensuring that operations are conducted with high quality and good patient safety in accordance with legislation and national and municipal objectives. The role has a clear future focus. You lead and develop the operational area from a strategic perspective and play an important role in implementing the transition to good and proximate care in practice. Through follow-up, analysis, and systematic quality work, you ensure that the operation develops in line with changing needs and external demands. Part of the Administration Leadership As a department manager, you are part of the Disability Support Administration's management team together with the director and other department managers. Together, you take responsibility for governance, development, and results across the entire administration. We work to be an agile and learning organization. This means we need to be able to reconsider priorities, methods, and solutions when circumstances change. As a department manager, you create clarity around goals and direction while providing managers and staff with opportunities to take responsibility, develop operations, and find new solutions close to residents' needs. The role also involves a broad collaboration mandate. You represent the administration in city-wide networks and collaboration forums and collaborate with, among others, Region Skåne, other municipalities, authorities, universities, and user organizations. Qualifications We are seeking someone with a university or higher education degree of at least 180 higher education credits in healthcare, social sciences, behavioral sciences, or another area that the employer deems relevant for the role. You have several years of experience in qualified management and leadership within public operations with responsibility for operations, finance, personnel, and work environment. You also have experience leading other managers and creating conditions for good results through clear and developmental leadership. The role requires substantial experience in municipal healthcare and good knowledge of the Health and Medical Services Act (HSL), the Social Services Act (SoL), and the Act on Support and Services for Persons with Certain Disabilities (LSS). You have experience with strategic change and development work in complex organizations where collaboration, long-term thinking, and implementation capability have been important success factors. It is an advantage if you have experience with the transition to good and proximate care. Experience with digitalization, welfare technology, assistive technology operations, or innovation work is also advantageous. If you additionally have experience with agile methods or other forms of gradual and needs-driven operational development, we would view this as an asset. We also value experience in creating and developing collaboration with various actors, both within and outside your own organization, including labor organizations, user organizations, and other partners. Leadership and Capabilities To succeed in this role, you need to have strong strategic ability and be able to create direction in complex contexts. You have a holistic perspective and can combine long-term goals with understanding of the operation's daily reality and current needs. You lead through other managers and create clarity around goals, mandates, and expectations. At the same time, you build a culture characterized by trust, participation, and responsibility, where managers and staff are given space to contribute their competence and commitment. The role requires strong collaboration skills. You build trusting relationships and collaborate successfully across organizational and professional boundaries. Through an attentive and clear way of communicating, you create engagement, understanding, and shared direction. You have strong ability to lead change and development. You can prioritize, make well-founded decisions, and create momentum even when circumstances change or when all answers are not yet in place. Furthermore, you work in a structured and analytical manner with focus on quality, improvement, and results. You translate ideas and strategies into concrete initiatives and ensure that operations develop based on both residents' needs and the demands placed on a modern and sustainable welfare operation.
