Your responsibilities The Planning and Development Department has a cross-administration responsibility for long-term planning and development of care and services. The department's mission is to translate demographic development, political goals, economic conditions, and technological development into concrete planning prerequisites, priorities, and development initiatives. In your role, you have full responsibility for operations, economics, personnel, and working environment for the department, which includes approximately 35 employees, three unit managers, and a budget of approximately 450 million SEK. The areas of responsibility include strategic operations and capacity planning, facility supply, security and preparedness, digitalization, innovation, project and portfolio management, and welfare technology. The task is to create a common direction and hold together the department's different areas of responsibility based on the administration's long-term needs and priorities. You are part of the Director of Care and Services' management group and take an active responsibility there for the entire administration's results and development. The role involves being a strategic partner to the Director of Care and Services and other department directors, identifying future needs, challenging existing approaches, and contributing to priorities and strategic decisions. The task involves extensive collaboration with the municipality's other administrations and central functions, municipal companies, property owners, the region, suppliers, and other external actors. The department director represents the administration in strategic matters within his/her area of responsibility and needs to be able to act with high credibility both in the civil service organization and towards political leadership and external partners. Your workplace You work from our main office located at Repslagaregatan 6 in Linköping. Central location, just a few minutes from the travel center. You who are applying We are looking for someone with an academic degree relevant to the task. This could be, for example, in digitalization, social sciences, or public administration. You also have several years of experience as a manager at a strategic level in larger and complex organizations, and you are used to managing managers. Since the task involves leading major change and development work, including digital operations development from strategy to decision and implementation, we would also like you to have that experience with you. The position involves extensive contacts both within and outside the municipality's organization, which is why you need to have good ability to communicate in Swedish both verbally and in writing. We consider it particularly meritorious if you have held a leading position in a municipality, region, or other politically governed organization. Experience with care and services or other complex welfare operations is also valuable but not a requirement. The department's focus is on strategic planning and your own strategic ability and holistic perspective must therefore be high. You find it easy to understand complex contexts and from this see how many different factors interact and influence what choices the administration should make over several years. As a manager, you find it easy to unite your organization and create consensus around common goals. You also find it easy to get the organization to work on translating analyses, plans, goals, and strategies into actual results. Change management will be your everyday life, and as a manager, you create security, among other things, by daring to make decisions even when all conditions are not known. The ability to collaborate with other parts of the administration and the municipality's organization will be crucial to your success in the task. You will also be responsible for major agreements that have significant financial impact on us. Your ability to create and maintain contacts and, with a maintained business-like approach, be professional in the event of goal conflicts is therefore important.
