The position is placed within the Social Services Department, which is one of eight departments in Linköping Municipality. The Social Services Department is responsible for public authority functions, procurement of services, and in-house operations within the areas of individual and family care, LSS, and social psychiatry. Your responsibilities Thanks to our growth, the current LSS department is planned to be divided into two departments. We are therefore seeking an additional department manager. As a Department Manager, you will lead and coordinate subordinate managers. Currently, you will lead and be responsible for 10–12 managers, which may change over time. You are also responsible for strategic development, quality assurance, and budget monitoring within the department. The role also includes collaboration with other departments, authorities, and external actors. To support you, there are development managers, economists, and HR resources. You are expected to help develop processes and forms of collaboration for the LSS operations run by the department. As department manager, you will be a key person in addressing volume changes, ensuring competency supply, and creating effective collaborations. You are expected to lead the department through its challenges while working strategically for sustainable finances. You report directly to the Social Services Director and are part of the Social Services Department's management group. Together, you will work on strategic issues and steer, lead, develop, and monitor the department from a holistic perspective. For the right candidate, the role may also involve expanded responsibilities, including the possibility of serving as Deputy Social Services Director. Your workplace The Social Services Department's mission is to support municipality residents toward an independent life and to ensure that all residents receive the support they are entitled to, within the framework of the Social Services Act and the Act on Support and Services for Persons with Certain Disabilities (LSS). The department is responsible for ensuring that persons entitled to services under the Act on Support and Services for Persons with Certain Disabilities (LSS) receive their services. This mainly includes services in open activities, relief care, escort services, short-term stays, daily activities, and housing for children. The department is tasked with operating services in-house and certain procured activities. We are located in an activity-based office at Drottninggatan 45. We apply trust-based working hours. About you We are looking for someone who enjoys working with business development and wants to contribute to the development of tomorrow's social services. You hold an academic degree in social work, behavioral science, public administration, or another relevant field. You also have substantial experience in leadership within social services or equivalent operations and have experience leading as a manager through other managers. Your experience means that you have also been responsible for financial planning and budgeting. We consider it meritorious if your responsibility has encompassed a large budget. You have documented experience in change management and development work. You have good knowledge of LSS legislation and related regulations. We are looking for a communicative, confident, and change-oriented leader who is driven by seeing opportunities for improvement and collaboration. In your leadership role, you are action-oriented, results-focused, and development-oriented with a strong ability to create participation, engagement, and understanding of the assignment. As a person, you have good self-esteem and inner confidence that enable you to challenge and have the ability to think and do new things. We also see that you work based on trust and contribute to a good collaborative climate, both internally and externally.
