About the Sámi ParliamentThe Sámi Parliament is an elected Sámi parliament and a state authority established in 1993. Its mission is to promote and develop a living Sámi culture, participate in societal planning, and ensure that Sámi needs are considered. The authority is located in Kiruna, Östersund, Jokkmokk, and Tärnaby and has approximately 70 employees. About the RoleAs department head for finance and operations support, you will have a central role in the Sámi Parliament's leadership and development. You are responsible for the authority's financial administration, internal services, IT/IS, and operational development within the area. You work closely with the Chancellor, the board, and the committees and contribute to stability, quality, and progress in the authority's support processes. The department includes finance, HR, communications, legal, administration, internal services, and IT/IS. The role involves budget and personnel responsibility for approximately 15 employees. Key Responsibilities • lead, develop, and monitor the department's work in finance, administration, internal services, and IT/IS • be responsible for budget work, budget monitoring, closing of accounts, and annual reports • ensure high quality in financial administration, accounting, and internal support processes • be responsible for and contribute to procurement and other development matters within the department's area of responsibility • provide strategic and operational support to the Chancellor, board, and committees • create favorable conditions for employees through clear leadership, structure, and development focus Requirements for the RoleTo be considered for this position, you must meet the following requirements: • academic degree in economics or finance • extensive experience with budget and accounting work • experience with budget monitoring, annual reports, and accounting matters • previous management experience • experience from public administration • strong ability to lead, develop, and inspire employees • excellent communication skills and an analytical and strategic approach Desirable QualificationsIt is desirable if you also have: • experience from a politically governed organization • knowledge of the Sámi language • knowledge of Sámi culture and Sámi society • experience with procurement • knowledge of administrative law • understanding of IT/IS development at a strategic level Personal CharacteristicsWe are looking for someone who is confident in their leadership and has the ability to create direction, clarity, and engagement.
