Department Head for Finance and Operations Support at Sametinget

Placement: Giron/Kiruna, Staare/Östersund, or Jåhkåmåhkke/Jokkmokk, with the possibility of a remote work agreement.
Reports to: The Chancellor.
Responsibility: Budget, personnel, and operations responsibility for a department with approximately 15 employees.
Start date: By agreement.
About SametingetSametinget is an elected Sami parliament and a state agency established in 1993. Its mission is to promote and develop a living Sami culture, participate in community planning, and ensure that Sami needs are considered. The agency is located in Kiruna, Östersund, Jokkmokk, and Tärnaby and has approximately 70 employees.
About the roleAs Department Head for Finance and Operations Support, you will hold a central position in Sametinget's leadership and development. You are responsible for the agency's financial management, internal services, IT/IS, and operations development in your area. You work closely with the Chancellor, the board, and committees, and contribute to stability, quality, and progress in the agency's support processes.
The department encompasses finance, HR, communications, legal affairs, administration, internal services, and IT/IS. The role includes budget and personnel responsibility for approximately 15 employees.
Key responsibilities
• lead, develop, and monitor the department's work in finance, administration, internal services, and IT/IS
• manage budget planning, budget follow-up, financial statements, and annual reports
• ensure high quality in financial management, accounting, and internal support processes
• take responsibility for and contribute to procurements and other development matters within the department's area of responsibility
• provide strategic and operational support to the Chancellor, board, and committees
• create favorable conditions for employees through clear leadership, structure, and a focus on development
Requirements for the roleTo be considered for this position, you must meet the following requirements:
• university degree in finance or accounting
• extensive experience with budget and financial statement work
• experience with budget monitoring, annual reports, and accounting matters
• previous management experience
• experience from public administration
• strong ability to lead, develop, and inspire employees
• excellent communication skills and an analytical and strategic approach
Meritorious qualificationsIt is meritious if you also have:
• experience from a politically governed organization
• knowledge of the Sami language
• knowledge of Sami culture and Sami society
• experience with procurements
• knowledge of administrative law
• understanding of IT/IS development at a strategic level
