The Employment Administration in Helsingborg is responsible for the city's adult education, labor market initiatives, and handling of financial assistance. We are nearly 400 employees who, with diverse competencies, work to make it possible for adults to become self-sufficient and to meet employers' need for skilled personnel.
The administration is now facing an exciting transformation. As part of our management team, which also includes HR, finance, communication, and security, we are now forming a new unit that will be the engine of our transition. Job Responsibilities
As Unit Manager for Digitalization and Development, you will lead an innovative operation where we gather cross-departmental expertise. Your mission is to establish and develop the unit to best support the core operations' needs through digitalization, innovation, and efficient system management. You have overall responsibility for personnel, budget, and operations for a team of specialists in areas such as innovation, AI development, service design, IT coordination, and system management.
In this role, you drive strategic processes and implement robust methods for project and portfolio management. Part of the unit's mandate is to ensure data quality and maintain sustainable infrastructure, so we can take steps toward becoming a more data-driven administration. The unit also includes development, exploring new ways of working, system development, and leading innovation processes across various areas in close collaboration with core operations staff. You serve as the bridge between technology and business value, building strong relationships throughout the administration and the city. You are part of the management team's leadership group, report directly to the head of the management team, and represent the administration in various networks within Helsingborg city.

Qualifications
To succeed in this role, you are someone driven by creating order in the new and who sees digitalization as a tool for operational development to make a real difference for citizens. You have solid personal maturity and the ability to balance inspiring leadership with good structure.
Your strategic thinking allows you to see how the unit's work contributes to the administration's overall goals, and you have a strong ability to translate AI and innovation trends into practical operational value. As a leader, you are inclusive and create engagement and security in the group. You are attentive and unpretentious in your collaborative skills and good at building trusting relationships. Furthermore, you are organized and enjoy establishing new frameworks, while remaining goal and results-oriented, ensuring projects reach completion.
We are looking for someone with an appropriate academic degree with understanding of digitalization, development, and how technology is combined with core operations. You have experience in leadership and in developing operations within digitalization and development, preferably in a politically governed organization. You have good understanding of system management, project and portfolio management, and can translate this into practical daily work. You are also a good communicator who can explain complex technical issues in an understandable way.
It is advantageous if you have experience building new organizational units and have knowledge of service design and AI applications in the public sector. We welcome that you are well familiar with procurement processes and have the ability to plan and anchor long-term work within IT and digitalization.
